Chickasaw Nation Lighthorse Police

The incumbent independently performs complete police and investigative work and carries out the successive steps and handles problems and deviations in accordance with instruction, policies, previous training, or accepted practices. Independently initiates appropriate interaction with federal, tribal, state and local agencies to obtain information and/or assistance in accomplishing assignments. If the case turns out to be unusually complicated or controversial, the officer shall seek specific advice and guidance on problem area. Completed works, including investigative reports and files, are reviewed for technical soundness, completeness and conformity to program requirements.

As a law enforcement officer of the Chickasaw Nation, subject to the criminal jurisdiction of the Chickasaw Nation service area, and their jurisdictions with which the Nation enters into cross deputization agreements, the officer performs a range of police duties requiring development of police knowledge and skills, and requires some independent judgment and on-the-spot decisions. Duties include the following:

1. Responds to calls concerning civil complaints, general public service calls, felonies and misdemeanors under Chickasaw Tribal Laws and Federal, State, Local and tribal laws. Among the most serious types of criminal activity dealt with are: burglary, robbery, larceny, drug offenses, assault, rape and homicide. Must deal with the full range of possible human actions. Must pursue, apprehend and disarm suspected criminals.

2. Investigates, apprehends, arrest, and detains all person charged with violation of Chickasaw Tribal Laws, U.S. Title 18, Chapters 1152, 1153, 1164 and 1165; Tribal Law and Order Codes; Federal, State and tribal game and fish laws; and State statutes that may be applicable within Indian Country.

3. Responds to calls concerning emergencies such as traffic accidents, confrontations, altercations and disorderly conduct.

4. Maintains law and order within the area of assignments by patrolling in a patrol vehicle, investigating suspicious situations, and taking action as appropriate.

5. Where serious crimes or personal injury traffic accidents are involved, determines necessary action, notifies appropriate authorities, safeguards scenes, identifies and obtains information from witnesses, and operating other equipment which calls for fully developed police skills.

6. Performs such assignments as participating in night surveillance in high crime areas, participating in traffic and crowd control activities such as pow wows and religious ceremonies. Using breath-analyzer to determine degree of intoxication of drivers, and operating other equipment which calls for fully developed police skills.

7. Makes arrest in cases of crime or misdemeanors personally witnessed; takes persons arrested to appropriate authority for booking or formal charging; serves Federal, state, local or tribal warrants, subpoenas and other court papers; testifies at hearings and trials as an expert witness in Federal, state, local or tribal courts as required; and prepares and submits reports of incidents or traffic accidents, daily and weekly activities, and narratives and statistical reports as required.

8. Incumbent will aggressively enforce all laws and regulations within his/her authority related to possession, use distribution, trafficking and manufacture of controlled substances.

9. Administers first aid when necessary, including use of oxygen, CPR and other equipment and techniques as appropriate.

10. Serves as training officer as directed, providing indoctrination and instruction to tribal or contract law enforcement personnel.

11. Performs, usually independently, investigative work, which will extend over several days to several weeks. Such investigative work is frequently undertaken because of presence at remote crime scenes and /or lack of criminal investigative staff from the FBI.

  Job Requirements:

1. Comprehensive knowledge of police methods and procedures, and of the techniques used in police work such as investigation of misdemeanors and minor felonies, traffic control, crowd control, and unarmed defense procedures.

2. Practical knowledge of standard procedures used with criminal investigation and analysis methods, principles, and practices and skill in applying this knowledge to conducting long-term investigations.

3. Thorough and complete understanding of the applicable Federal, State and Chickasaw Tribal laws and customs and state laws; fish and game laws appropriate to the location; jurisdictional laws, rules and relationships in Indian Country (the area served, and differences with respect to other States and tribes); and laws applicable to specific areas, incidents and individuals.

4. Skill in obtaining information by thorough questioning of individuals, searching records and use of other means to locate and apprehend suspected violators.

5. Knowledge of proper law enforcement procedures, including methods of searching, seizing, arresting, and self-defense.

6. Thorough knowledge of the Constitutional and Indian Civil Rights Act protections afforded individuals including rules concerning search, seizure, questioning or arrest; the difference between felonies and misdemeanors and between criminal and civil infractions; and the procedures for handling suspects.

7. Thorough knowledge of the basic principles and techniques of investigating; skill in conducting interviews and interrogation techniques; recognizing, collecting , and preserving physical evidence; detecting discrepancies in information; dealing with emergency situations; and preparing reports.

8. Ability to analyze, evaluate, and organize information for the preparation of oral and written technical briefings and reports.

9. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a unit.

10. Skill in utilizing the various law enforcement, social services, and tribal agencies in the prevention of crime.

11. Thorough knowledge of, first aid, including CPR, and the use of first aid equipment.

12. Skill in the use of firearms, radio equipment, vehicle, and other specialized devices to perform required functions regarding law enforcement.

13. Must possess the following traits and characteristics: positive moral values; good interpersonal skills; a desire to complete police trainings; no marital/domestic problems that would interfere with trainings; temperate work habits; good judgment; and a capacity for effective public relations.

14. Must pass the Physical/Medical requirements.

Training and Experience:

Bachelor degree preferred but not required and a minimum of two years specialized experience in Indian law preferred. Must have completed or be willing to attend the 16 week training program at the Indian Police Academy located in Artesia, New Mexico. Must successfully complete training as a requirement to maintain employment. Experienced officers may apply for waiver only depending on experience and relevant training. Applicant must be at least 21 years of age.

Licenses and Certificates:

The incumbent is required to operate a motor vehicle in performance of work. Must be a capable and competent driver with a good driving record, and must possess a valid state driver’s license. Must have and maintain a clean record, with no convictions for felonies or qualifying misdemeanor crimes of domestic violence which would prohibit receipt or possession of firearms or ammunition, and misdemeanors in any jurisdiction that do not categorize serious crimes as felonies, within the last 24 months. The incumbent serving as the full assistant to the Chief, Fiscal Service, is responsible for establishing, analyzing and administering an integrated system of financial services which contributes to efficient and effective management controls over the Medical Center’s operations.  Responsible for providing sound recommendations and advice to the Fiscal Officer concerning the administration and coordination of Fiscal policy, programs and system designs within Fiscal Service.  Duties include, but are not limited to: providing technical advice on all financial management matters; providing accounting, payroll, medical care cost recovery, budgeting, managerial-function computer analysis and reporting services; developing auditing techniques and performing financial audits; planning and conducting financial studies and preparing financial statements and reports; performing analysis and forecasting of funds usage duties; developing and implementing accounting policies and standards; ensuring that fiscal transactions are compatible with laws and regulatory requirements.  Incumbent also serves on a wide variety of committees and makes recommendations on behalf of Fiscal Service.

Qualifications:
