For over 36 years, the Oklahoma Association of Chiefs of Police has been recognized as a positive and active professional organization for Oklahoma law enforcement administrators and their administrative support staff since 1976. OACP is not a fraternal or labor organization, but an association of professionals which promotes professionalism is law enforcement through various programs and trainings. OACP is registered with the Internal Revenue Service as a 501(c)4 non-profit organization.

Mr. Finch was born in Omaha, Nebraska. He received a Bachelor of Science degree in business administration from the University of Nebraska at Lincoln (UNL). He was an active member of the Nebraska Army National Guard from 1978-1984. He completed the ROTC program at UNL and was commissioned as a U.S. Army infantry officer in 1982. He worked for IBM in sales from 1982 to 1984. Mr. Finch is married and the proud father of three children.
Mr. Finch began his career with the FBI in March 1976 as a support employee and served until November 1979. He returned to the FBI on June 8, 1984 as a special agent and served in the Indianapolis, Cleveland, Houston, and Knoxville Divisions, as well two tours at FBI Headquarters. His assignments include service as an investigative agent in the FBI's violent crimes and organized crime/drug, white-collar crimes, and undercover programs, and he served as a member of the Indianapolis SWAT team. Mr. Finch's management assignments include service as a supervisory special agent in the Office of Professional Responsibility at FBI Headquarters, where he investigated allegations of serious employee misconduct throughout the FBI; in the Houston Division, where he managed a drug squad with investigative responsibility for organized crime investigations and created and managed the division’s first National Infrastructure Center squad; and as a group supervisor in the Houston Division of DEA with an enforcement group consisting of FBI and DEA special agents.
In 2001, Mr. Finch was appointed assistant special agent in charge of the Knoxville Division, where he assumed management responsibility for all investigative and administrative programs. In 2003, Mr. Finch was promoted to inspector at FBI Headquarters, where he was responsible for managing the inspections of FBI field offices, Headquarters divisions, and legal attaché offices outside the United States.
On November 25, 2004, Director Mueller selected Inspector Finch to be special agent in charge of the Milwaukee Division.
On May 5, 2006, Mr. Finch was designated assistant director of the Cyber Division. Mr. Finch reported for duty on June 12, 2006.
On September 8, 2008, Mr. Finch was appointed special agent in charge of the Oklahoma City Division and reported for assignment on October 13, 2008.
